UAE — MSM Unify, in collaboration with Walsh College UAE, has released a new whitepaper titled “Internationalization and Global Partnerships in Middle Eastern Higher Education: A Recruitment & Market Expansion Perspective (2025)”, offering a data-backed analysis of the region’s accelerating role in global student mobility and institutional expansion.

The report highlights a structural shift in global education, positioning the Middle East as an emerging hub connecting Asia, Africa, and Europe.

A Structural Shift in Global Education

According to the whitepaper, interest in Middle Eastern study destinations surged by nearly 90% between March and June 2025, based on data from Education Post (2025).

The report further indicates that the United Arab Emirates commands approximately 65–70% of regional demand, supported by a mature ecosystem of 68 international branch campuses, as cited from ICEF Monitor (2025).

In parallel, Saudi Arabia is identified as the fastest-growing education destination in the region, with projected tertiary education spending expected to reach USD 47 billion by 2030, according to the Saudi Ministry of Finance (2024).

Evolving Student and Institutional Priorities

The whitepaper highlights a measurable shift in how students and institutions approach international education:

  • Students are increasingly prioritizing employability outcomes and return on investment
  • Institutions are adopting partnership-driven models, including transnational education (TNE), dual degrees, and articulation pathways
  • TNE and hybrid pathways offer 40–60% cost savings compared to full overseas education, based on ICEF Monitor (2025) data presented in the report

Additionally, inbound international student enrollment across GCC institutions grew by 23% between 2022 and 2024, reflecting a shift toward a dual-flow mobility model, as reported by ICEF Monitor (2025).

Middle Eastern governments allocate approximately 4-7% of GDP toward education, comparable to or exceeding many OECD economies, according to World Bank (2024) data referenced in the report.

The region is increasingly functioning as a dual-flow ecosystem, balancing inbound and outbound mobility while strengthening its role as a global education connector.

Implications for Global Institutions

The report outlines a clear shift from transactional recruitment to partnership-led market entry, recommending a phased approach:

  • Short-term (0–18 months): Articulation agreements and pathway programs
  • Mid-term (18–36 months): Joint degrees and co-developed curricula
  • Long-term (36+ months): Institutional presence and research collaboration

Outlook

According to the whitepaper, the GCC higher education sector is projected to reach approximately USD 57 billion by 2030, based on Mordor Intelligence (2025) estimates.

The report concludes that the Middle East represents a long-term strategic opportunity for institutions that align with regional policy frameworks, invest in partnerships, and prioritize student outcomes.
